In February 2026, the French Government published the new edition of the Multi-annual Energy Programme, outlining France’s energy policy for 2026-2035 period. This programme addresses key challenges in energy consumption and production, focusing on climate change, energy independence, and sustainable development.
Key priorities include:
▪️ Ensuring energy is accessible and affordable for all citizens
▪️ Decarbonising the national energy mix
▪️ Expanding access to low-carbon mobility for passengers and freight
Measures to achieve these goals include:
▪️ Reducing dependence on imported fossil fuels by increasing renewable energy
▪️ Promoting rational energy use and improving efficiency across all sectors
Highlights in renewable energy development:
▪️ Photovoltaic Energy: Solar power capacity is set to triple by 2035, with maximum public support maintained until 2028. Deployment rates may be adjusted based on projected electricity consumption.
▪️ Biomethane: Production is expected to increase sixfold by 2035, supporting the shift from fossil natural gas.
▪️ Renewable and Recovery Heat: Fossil-based heat will gradually be replaced with renewable and recovered heat, aiming to double its use between 2022 and 2035.
At ABCinEnergy, we see these national initiatives as an opportunity for universities and campuses to reflect on their own energy consumption patterns. By adopting behaviour changes in energy use – from turning off unused equipment to optimising heating or exploring renewable solutions – higher education institutions can actively contribute to decarbonisation and sustainability goals.
